- Industrial action in 1978-79 by many public sector employees included a dustmen's strike. The period became known as the 'winter of discontent'. There were some emergency refuse sites, but still great piles of uncollected rubbish grew in the streets. Some was thrown into the strikers' gardens. This rubbish heap in Belsize Lane was one among thousands across the country that prompted concerns over public health.
